The clause in question states, “To review and all expenditures from ASUU Government and ASUU Travel accounts.” I have three questions. First, clarify “to review and all procedures…”; to review and what? Second, does this clause provide for the Director of Finance to review expenditures that impact structural changes within ASUU, such as the proposed budget allocation for the ASUU director position? Third, what exactly is the scope of “review”? What is the extent of the oversight the Finance Board Director has over government expenditures?

Interpretation:
“To review and” was a typographical error, it is meant to say “to review all expenditures from ASUU Government and ASUU Travel accounts”.
Structural changes within ASUU such as proposed budget allocation for the ASUU director position or SLI staff salary would not be reviewed by the Director of Finance, as it is determined
by HR and not by ASUU.
The extent of the oversight the Finance Board/Finance Director has over government expenditures is that the Finance board determines the annual budget and allocates the budget
amongst ASUU, however branches within ASUU have the power to use the funds/expenditures as they please without the oversight of the Finance Board.
